- Each health and social services agency has developed an access program to services in the English language (section 348). These programs must be revised at least every three years. The access programs insure the rights of the English-speaking population to receive health services and social services in the English language by identifying the institutions that must offer services in the English language to the English speaking persons:
- the services that are accessible in the English language;
- the means whereby English-speaking persons can access the services provided in the English language;
- the means taken by the institutions to make English-language services available

- This survey pertains to the vitality of Canada's official-language minorities, namely Anglophones in Quebec and Francophones outside of Quebec. The information collected allows for a more in-depth understanding of the current situation of individuals who belong to these groups on subjects as diverse as instruction in the language of the minority or access to different services in the language of the minority (i.e., health care), as well as language practices both at home and outside of the home.
